Representative Warren Kitzmiller listens to a citizen (Tanner Muller, age 6 from Middlesex) propose an idea for a mock bill

Representative Suzi Wizowaty (as Speaker of the House) oversees the reading of the mock bill by the Clerk of the House (Isaac Mandell-Seaver, age 7 from Adamant & Antonio Ratheau, age 10 from Lyndonville).

A citizen (Joseph Wills, age 11 from Richford) raises a concern about a mock bill requiring one hour of physical exercise a day for kids: "What if a child is sick? Would it be fair to make them exercise?" "I see an amendment coming," responded Health and Welfare Committee Chair (Representative Topper McFaun).

Senator Susan Bartlett discusses options for paying for new programs as mandated in the mock bill passed in the bill skit.

An advocate (Andrea with Lauretta and Hazel) testifies against the proposal to take funds away from the Vermont State Parks (which would result in closings the parks on Wednesdays) to fund the new programs mandated in the mock bill.

Kids decide how many dollars (taxes) they are willing to contribute to fund new playgrounds.

Kids celebrate the passage of the mock bill after it is signed by the Governor (Reeva Murphy) by sitting in the Governor's chair.

Participants enjoy lunch in the warm sunshine on the front steps of the State House and playground balls and books (donated by Senator Bill Doyle) were raffled off.

The golden dome atop the Vermont State House was sparkling on Saturday, November 13th, when 70 parents with their children, child care providers, policymakers and legislators gathered for a series of skits on How A Bill Becomes A Law and How Vermont Pays for Bills that Pass. Legislators and policymakers used a mock bill to guide participants through the legislative and budgetary process.
